Tulodo has been selected as the Policy Agency for the ASEAN Digital Wellbeing Initiative, working in collaboration with Yayasan Pulih. The initiative aims to strengthen the policy environment for digital wellbeing across ASEAN, with particular attention to children, adolescents, and young people. As part of this assignment, Tulodo will conduct a regional literature and policy review covering all 11 ASEAN Member States, as well as relevant ASEAN-level policies and frameworks. The review will examine the multi-dimensional nature of digital wellbeing, including digital transformation, data and privacy, cybercrime and platform regulation, digital health, child online safety, victim protection, and digital rights. Given the diversity of national policy environments and languages across ASEAN, Tulodo is recruiting Research Assistants from ASEAN countries to support the identification, retrieval, review, and documentation of relevant national policies and other authoritative sources in their respective countries.
As a Research Assistant, your main responsibilities will include:
- Conduct a structured desk review to identify relevant national policies, laws, regulations, strategies, action plans, guidelines, and other official documents related to digital wellbeing.
- Search for and retrieve relevant documents from official government portals, national gazettes, legislative databases, ministry websites, academic databases, and other credible sources.
- Review policy documents across relevant domains, including:
- Digital Transformation: ICT development and digital economy legislation;
- Data & Privacy: data protection, privacy, and personal information safeguards;
- Cybercrime & Platforms: cybercrime laws and platform regulation;
- Digital Health: telehealth and digital health service policies;
- Victim Protection: mechanisms and services for victims of online harm;
- Child Online Safety: child protection and online safety frameworks; and
- Digital Rights: broader digital rights and civic participation.
- Identify relevant documents available in the national/local language, including policies and regulations that may not be readily identifiable through English-language searches.
- Review and extract key information from identified documents using the policy review template and protocol provided by Tulodo.
- Prepare concise English-language summaries of relevant policies and documents, including their objectives, scope, responsible institutions, target populations, implementation mechanisms, and relevance to digital wellbeing.
- Support the translation or interpretation of key policy terminology and relevant sections of documents from the national/local language into English where required. Full translation of policy documents is not expected unless specifically requested.
- Record complete bibliographic and source information for each document, including title, year, issuing institution, document type, language, source/URL, and APA-style citation.
- Assist in identifying potential policy gaps, implementation issues, emerging developments, or country-specific considerations that may require further review by the Tulodo research team.
- Support the verification of the status and currency of identified policies, including whether policies are currently in force, have been amended or superseded, or are under development, where such information is publicly available.
- Participate in online briefing and coordination meetings with the Tulodo research team and respond to clarification or follow-up requests during the review process.
- Ensure that all research outputs are accurate, properly referenced, systematically documented, and submitted according to the agreed timeline and quality standards.

Qualifications and experience:
- Minimum Bachelor’s degree or final-year university student in Public Policy, Law, Political Science, International Relations, Social Sciences, Development Studies, Public Health, Psychology, Communication, Information and Communication Technology (ICT), Digital Studies, or another relevant field.
- Currently residing in, or having strong knowledge of, at least one ASEAN Member State: Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor-Leste, or Viet Nam.
- Strong proficiency in English and at least one relevant ASEAN national/local language. Depending on the country assignment, relevant languages may include Bahasa Indonesia, Thai, Vietnamese, Khmer, Lao, Burmese, Tagalog/Filipino, Malay, Tetum, and/or English.
- Demonstrated ability to read and understand government policies, legislation, regulations, strategies, action plans, or other policy-related documents in the relevant national/local language.
- Experience conducting desk research, literature reviews, policy reviews, legal research, or document analysis is strongly preferred.
- Familiarity with one or more areas relevant to digital wellbeing including digital policy, child online protection, cybersecurity, data privacy, digital rights, digital health, youth policy, mental health and psychosocial wellbeing, or child protection will be an advantage.
- Able to identify and navigate official government websites, national legislative databases, academic databases, institutional repositories, and other credible information sources.
- Strong analytical skills and ability to summarise complex policy and regulatory information clearly and concisely in English.
- Strong attention to detail, particularly in checking document status, recording references and URLs, and maintaining consistency in data extraction.
- Able to use Microsoft Office and Google Workspace, particularly Microsoft Excel/Google Sheets and Word/Google Docs.
- Able to work independently in a remote, multicultural research environment and communicate regularly with the Tulodo research team.
- Able to complete assigned policy review tasks within the agreed timeframe and incorporate feedback from the research team.
