Tulodo is pleased to announce our second appointment by UNICEF Indonesia to implement the Gerakan Berani (Brave Movement) to prevent child marriage and improve menstrual health in Bone, South Sulawesi. This is a pilot project as part of the BERANI (“Better Reproductive Health and Rights for All in Indonesia”) program led by UNICEF and UNFPA, supported by Bappenas, the Ministry of Women’s Empowerment and Child Protection and the Government of Canada.

Child marriage contributes to low levels of education, health risks for mothers and children, child labor and poverty. Child marriage cases continue to increase in Indonesia, ranking seventh in the world and second in Southeast Asia. In 2019, the Marriage Law No.1 of 1974 was amended by Law No.16 where the minimum age of marriage for women was set at 19 years, the same as for men.

Since 2019, Tulodo has collaborated with UNICEF Indonesia, the Ministry of Women’s Empowerment and Child Protection, on a child marriage prevention and menstrual health. This UNICEF pilot project is being conducted in Bone, South Sulawesi as this province has one of the highest rates of child marriage in Indonesia. The collaboration began with mixed method research to explore the behavioral determinants of child marriage, and development of an intervention strategy, activities and communication materials. Tulodo will collaborate with Lembaga Pemberdayaan Perempuan (/LPP) Bone onfor the implementation of the project and Forum Kesehatan Bone Sehat/FKBS for the monitoring and evaluation.

From 2020 to 2021, Tulodo has been appointed to continue the implementation by conducting community mobilization, including collaboration with religious organizations such as Muslimat NU and ‘Aisyiyah. Tulodo has developed communication materials such as an Ustadzah (female preacher) Toolkit (consisting of four themes: menstrual health management, teenage pregnancy prevention, child marriage prevention, and the importance of education); Parents Toolkit (including theboard game, Happy or Not?) and will be integrated with two story books from UNICEF (Hidup Saya Pilihan Saya/My Life, My Choices) and Rahasia Dua Dunia/Secret of Two Worlds with additional Reflection Guideline) to target the audiences. Overall the aim is to change behaviors aroundchild marriage, education, reproductive health and children’s rights.  Key elements of the strategy are support for positive social norms, improved communication between parents and children and access to support services within the community.

About UNICEF Indonesia

UNICEF Indonesia’s country programme (2016–2020) is based on equity. It works to realize the rights for children – especially for the most deprived and excluded – as enshrined in the UN Convention on the Rights of the Child and articulated in Indonesia’s National Medium- Term Development Plan. UNICEF supports the Government to put children first and invest in children’s survival, development and protection. UNICEF assists partners to monitor and measure progress against these rights via the child-focused Sustainable Development Goals, with an emphasis on the most vulnerable children. UNICEF’s interventions are rights- based, cut across different sectors, respond to the specific needs of girls and boys and address the vulnerabilities and strengths of children. UNICEF has a strong on-the-ground presence in Indonesia, with seven regional and sub-regional offices. These are primarily in areas with the greatest disparities and service gaps. They complement UNICEF’s high-level policy and programme advice with practical support for planning, financing and service delivery, especially to advocate for quality, equity and sustainability.
